Abstract

Governments initiate, fund, and put-up public infrastructure projects (PIPs) to provide public goods and services to their people. However, policies related to PIPs have not always guaranteed continuity of projects beyond regime change. The trend of abandonment of PIPs continues to be witnessed in Kenya, especially during political transitions. Concerns arise over the loss of value for revenue owing to perpetual abandonment of PIPs after regime change. This stimulates the need to examine policies that govern them. This study therefore sought to identify policy challenges that affect continuity of PIPs beyond regime change. The objectives were to  identify policy challenges to continuous financing of PIPs beyond regime change as well as monitoring and evaluation of PIPs post-political transition. The study employed a qualitative approach and a case study research design. The targeted population comprised county government officials and members of the public. Quota-purposive sampling technique was used to select key participants. Data was collected through in-depth interviews, analysed using NVIVO. It has been presented in tables and narratives. The study found that political factors are the predominant challenge to implementation of fiscal as well as monitoring and evaluation policies beyond regime change. The study recommends enforcement of existing policies through sensitisation of politicians, provision civic education to the public, enacting of laws that compel stakeholders to abide by existing policies, and constant policy review.

  • Rose Watare Njoroge, The Global Centre for Policy and Strategy

    Rose Watare Njoroge is a Research Associate at the Global Centre for Policy and Strategy, Kenya. She holds an MA in Strategic Studies from the National Defence University - Kenya and a BSc in Mathematics from the University of Nairobi. Her research focuses on evaluating the effectiveness of public policies in Kenya's devolved counties, particularly regarding the sustainability of public infrastructure projects beyond political transitions.

  • Onyango Asembo, The Global Centre for Policy and Strategy

    Dr. Kenedy Onyango Asembo is the Executive Director of the Global Centre for Policy and Strategy, a think tank based in Nairobi. He has over 25 years of experience in teaching, public policy formulation, foreign policy, and national security advisory roles. He is a adjunct faculty member at the United States International University - Africa and  NIRU – Kenya. He is also a visiting lecturer at the University of Rwanda. Dr. Asembo holds a PhD in Security Education Studies from the University of South Africa, a Master's degree from Kenyatta University, and a Bachelor's degree from Egerton University, Kenya. His research interests include curriculum development, education policy governance and ethics, transnational organised crimes, national security, development and innovation, law enforcement, and project management.

  • John Masinde, NIRU (Kenya)

    Dr. John Wakhungu Masinde is a Lecturer at  NIRU – Kenya. He holds a PhD in Sociology from Moi University, an MA in Sociology, and a BA in Sociology and Political Science, both from the University of Nairobi. He also holds Diplomas in Business Management and Security and Strategic Studies from the University of Nairobi. His current interests lie in the history of African intelligence, terrorism, and radicalisation.
